Not all home care agencies are equal — and the differences matter enormously when it comes to the quality, consistency and safety of care your loved one receives. Here are the key things to look for and questions to ask.

1. Verify licensing and certification

In Georgia, home care agencies must be licensed by the Georgia Department of Community Health. Ask any agency you are considering to confirm their current DCH licence status. For GAPP services specifically, the agency must be a certified GAPP provider — not all home care agencies are, and this matters for both quality and billing.

2. Ask about staff screening and training

How does the agency screen its caregivers? At minimum, look for criminal background checks, reference verification and ongoing training requirements. Ask specifically about training in areas relevant to your loved one — dementia care, paediatric nursing, medication management or post-surgical support depending on your situation.

3. Understand the care planning process

A good agency will conduct a thorough needs assessment before placing a caregiver. They should create a written care plan tailored to your loved one's specific medical, personal and emotional needs. Be cautious of agencies that seem to match caregivers without first fully understanding the individual.

4. Ask about continuity of care

Consistency matters enormously in home care. Ask how the agency handles caregiver absences, holidays and turnover. Frequently changing caregivers disrupts routines and can be particularly distressing for clients with dementia, complex medical needs or children receiving GAPP nursing care.

5. Communication and family involvement

You should always know what is happening with your loved one's care. Ask how the agency communicates with families, how quickly they respond to concerns and whether you will have a dedicated care coordinator as a consistent point of contact. Good communication is a hallmark of a trustworthy agency.

6. Check reviews and references

Look for Google reviews, ask for references from current or former clients and ask the agency how long they have been operating. An established agency with positive community reviews is a strong indicator of reliability. Be wary of agencies that cannot or will not provide references.

7. Understand billing and insurance

Ask clearly about costs, what insurance plans or Medicaid programmes the agency accepts and what happens if care needs change over time. For GAPP families, confirm the agency is authorised to bill Georgia Medicaid directly — so there is no cost to you.
